Massport picks developer for all-affordable project in the Seaport

Since its inception, MassHousing has provided more than $25 billion for affordable housing. 775 Worthington Street is a new construction project to be built in Springfield. Clinical Support Options (CSO) and the Friends of the Homeless (FOH) will demolish an existing one-story building and construct a four-story building to create 36 studios and a 40bed congregate shelter. The new structure will be built adjacent to Friends of the Homeless’ existing shelter/permanent housing project called Worthington Street. The city of Springfield has committed local funds to the project, which DHCD will support with tax credits and subsidy funds.

The non-profit South Middlesex Opportunity Council (SMOC) will convert a portion of the second floor of their current administrative building into 20 studio units for chronically homeless individuals. SMOC will provide supportive services supported by the CSPECH program funded through MassHealth/Medicaid. The city of Worcester has committed local ARPA and HOME funds, and DHCD will support the project with subsidy funds. The awards will fund innovative models for development with a priority placed on projects with green and sustainable building practices, projects which feature housing for extremely low-income residents, and family and senior developments. The Loop at Mattapan Station advances the Baker-Polito Administration’s goal of creating up to 1,000 new workforce housing units affordable to middle-income households through MassHousing’s Workforce Housing Initiative. Since the inception of the initiative in 2016, MassHousing has committed or closed workforce housing financing totaling $97.1 million, to 49 projects, located in 20 cities and towns.

And in Winchendon, the Streeter and Poland project isan adaptive reuse and new construction project. With state assistance and other lenders, the developer will convert two vacant school buildings into affordable housing units with services for veterans. Once completed, the project will offer 44 affordable units, with 16 income-restricted units reserved for low-income veterans. There will be consideration of units for people transitioning from homelessness. Hamilton at Mount Everett is a new construction project for seniors in Boston’s Dorchester neighborhood.

Two are located in Worcester – the Curtis Apartments and the former Boys Club at Lincoln Square – as well as housing starts in Fitchburg, Westminster and Winchendon. MassDocs loan documents are used by Commonwealth subordinate funding programs for affordable rental projects, including the Affordable Housing Trust Fund. To be eligible, applicants must be current on all existing mortgage obligations with the Commonwealth or any of its subdivisions. Borrowers receiving AHTF money must be single-purpose entities except for projects sponsored by public housing authorities, in which case the sponsoring authority may be the borrower. Work has already started on the redevelopment of Worcester’s Curtis Apartments, a public housing project. Announced last year, the $178 million redevelopment was undertaken by the housing authority with developer Trinity Financial, the same company that redeveloped the former Worcester County Courthouse in Lincoln Square.

The project includes the adaptation of an existing historic armory as well as the construction of 43 new affordable units. Seven of the affordable units will be reserved for households earning less than 30 percent of AMI. DHCD will support this transit-oriented project with federal and state low-income housing tax credits, subsidy funds, and ARPA funds. The new construction component of the project has been designed to meet Passive House certification standards.
